Azure DevOps Server licensing

Hello,

I have question about licensing posibilities of Azure DevOps Server used from VS Enterprise subscription. Can I use 5 free basic licenses as Device CAL or only as User CAL? I looked around in licensing whitepaper but cant find answer.
