MS tech: why not allow junk mail rule disable in hotmail/outlook.com

Hoping an MS engineer can answer this. I know it's not enterprise, but seemed like the best forum I could find in technet. Why can't MS disable the junk mail rule (rule 0) for individual hotmail/outlook.com accounts? I know it's based on O365 exchange servers and simple Powershell commands can disable that rule, I've done it on my own O365 domain. So why is MS being so stubborn as to not allow that rule to be disabled on hotmail?

    Thank you for posting your questions on our forum. And we understand that you want to disable junk mail rules for an individual Hotmail/outlook.com account. But since the Outlook.com account is a personal account and it is different with O365 accounts and Exchange accounts, we may know little about it.

    In order to better resolve your issue, it is recommended to open a case in Outlook.com forum, but since you have already tried that, I think you could open a vote on UserVoice: https://outlook.uservoice.com/forums/601444--the-new-outlook-com. If others have the same idea, you can vote on it, if there are no same ideas, you can post yours so others could vote on you. Kindly hope these could help you.
