how do i delete partially removed programs

when I go into programs and features I still have a program listed that I deleted before. it seems that the whole program did not delete and it won't let me delete it off the list. does anyone know how to do this?

2. What happens when you try to uninstall the specific program through programs and features?
3. Do you get any error messages?
4. When you say 'deleted before', how exactly  have you deleted the program?

a. Click on 'Accept'

b. Select 'Detect problems and apply the fixes for me'.

c. Select 'Uninstalling'.
