I just got this error and tried the CMD line with no luck.  I used the below steps and my apps download like a charm.

    - Go to add remove programs

    • Select Store
    • Advanced Options
    • Clicked the reset option
    • Went around and told the Family how awesome I was to fix all of their problems.....this was followed by 2 eye rolls, a whatever, and an "uh yeah,  your the best Dad" (I chose to strip the sarcasm off of that last one)

    Good luck to you.

    Hi,

Thank you for posting your query in Microsoft Community forums.

I understand that you are unable to download apps from app store and you get an error code.

What are the steps that you have followed to troubleshoot this issue?

I suggest you to follow the methods given below, and check if it persists.

    Method 1:

If you are using any Proxy connection, try disabling the proxy connection and check if you are able to use the APPS.

Follow the steps to disable proxy:

    a) Click the Gear box at the top right corner in internet explorer.

    b) Click the Tools button, and then click Internet Options.

    c) Click the Connections tab, and then click LAN settings.

    d) Select the Use a proxy server for your LAN check box.

    e) In the Address box, type the address of the proxy server.

    f) In the Port box, type the port number.

    Method 2: Clean Store Cache:

    a) Press the Windows+ R keys on your keyboard to open the Run dialog.

    b) Type WSReset.exe, and click/tap on OK.

    c) The Store will now open, and state the following: The cache for the store was cleared. You can now browse the store for apps.

Also refer to the article given below.

The cache for the store was cleared. You can now browse the store for apps.

All I get when I try to reset Store is a black box with flashing curser in top left corner, I have tried to do this several times with same result, and this has done nothing to fix the problem.
