DirectX reports a DXGI_ERROR_NOT_CURRENTLY_AVAILABLE error after installing platform update kb2670838

I write automated tests for several applications that user DirectX.  The tests run on a build server as a service.  After the platform update kb2670838 was installed on the server, the applications fail to launch due to a DXGI_ERROR_NOT_CURRENTLY_AVAILABLE.  (The applications work on my local machine).

I have seen a lot of other issues reported with the kb2670838 update, but not this specific one.  Is there going to be a subsequent update to the kb2670838 to fix all the fallout to that update?  Right now, it looks like my only option is to uninstall that update to get the automation back online, but I don't want to go that route.
