    A designer can utilize IDesignerSerializationManager to access services useful to managing design-time serialization processes. For further reference, you may refer to the following Microsoft MSDN article.

    2. Are you trying to create or make changes in an app programming?
    3. Is this issue confined to any specific app or with all the apps?
