"Endpoint Mapper Database entry not created"

Original title: Windows 8.1 won't open taskmanager, command prompt, event viewer, etc.

As the title says. I can't install programs, I can't open task manager to end processes, I can't do much other than use the internet. The error that always appears is "Endpoint Mapper Database entry not created". I also can't run programs as an administrator. The only change I've made to my computer recently is editing the FirewallAPI.dll file in system32. Chew me out later for being dumb enough to try and edit a file in there. Can someone please help me fix this? If you can't I'm sorry for wasting your time.

    The command prompt states that in order to run DSIM, I need to run it with elevated permissions. Attempting to run it as an administrator leads to it giving the endpoint mapper database entry not created error. Someone reccomended that I use the windows repair function on my Win8 install disk, will it work since I'm using windows 8.1?

    Safe mode didn't work. The software needed to clean boot comes up with the endpoint mapper database entry not created error. The Microsoft Safety Scanner doesn't install since any attempt to install software leads to the same error mentioned earlier. The system restore won't work and instead comes up with the aforementioned error as well.

    Hi Kristian,

    The issue might have occurred due to the change you have made on the computer. Follow these methods to troubleshoot the issue:

    Method 1:

    Step 1:

    I would suggest you to restart the computer in **safe mode** wherein the computer starts with basic drivers and no third party programs. Check if you are able to login to the user account.

    Step 2:

    If the issue doesn’t occur in Safe mode, you may try to restart the computer in a **clean boot** mode to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts.

    Note: After troubleshooting, refer to the section “How to reset the computer to start normally after clean boot troubleshooting” to return the computer to a Normal startup mode.

    Method 2:

    I would suggest you to run Microsoft Safety Scanner for any spyware or malware infection:
