Seems to me as a virus error.
If you open Windows explorer, you should get the explorer view.
Try to scan the computer using free version of following software.
explorer exe.NET Framework Initialization Error. Unable to find a version of the runtime to run this application.

i've install net framework and i use cleanup tool and reinstall.etc but still not fix
