Original title : Windows xp installation

I  format my laptop which was running on xp and I installed xp sp3 . After the installation was complete the windows started working fine but I have problem when i try to install new programs or even try to manage the computer settings. It says  WINDOWS CANNOT ACCESS THE SPECIFIED DEVICE, PATH OR FILE.YOU MAY NOT HAVE THE APPROPRIATE PERMISSION TO ACCESS THE ITEM. 

I can see I am the administrator, I try to open control panel but it does not allow me  saying WINDOWS CANNOT ACCESS THE SPECIFIED DEVICE, PATH OR FILE.YOU MAY NOT HAVE THE APPROPRIATE PERMISSION TO ACCESS THE ITEM. I cannot change any computer setting.

I tried to format the windows again from bios with USB it does not work.

Do you have any idea how to fix this problem?
