I have a smart board.
When I connect it to my notebook, the smart board is like PC and Tablet (Metro) abilities of windows 8.1 doesn't work.
For example: In start menu I can't swipe and I can't swipe the edges to use the multitasking and start button etc.
how can I fix that?

Contact the manufacturer of the Smart Board and verify they support that specific smart board under Windows 8.1 and get the drivers and associated software for said support from them and get them installed.
