I purchased a surface rt with the understanding that I would be able to use it as a client device for 2 particular programs I use every day in my learning center. It seems both depend on .net framework 3.5. This is not on my surface and my attempts to install it are blocked with the message that this app is not available. What am I doing wrong? I do not see any .net framework options when I check "turn windows features on or off. I also need very detailed steps to solve such problems.

What are the two (2) programs?
.NET Framework 3.5 is not listed in Turn Windows features on and off, is that correct?
Is Turn Windows features on and off blank/empty or...?
