Do you have Webroot Antivirus software installed on the computer?
Here are a few methods which you can follow to resolve the issue:
Method 1:
Temporarily disconnect all the external devices (except mouse and keyboard) connected to the computer and then try to install Windows 8.1.
Method 2:
If the issue persists, I would suggest you to uninstall Antivirus software and then try to upgrade to Windows 8.1.

- Please make sure to re-install Antivirus software after upgrading to Windows 8.1.
- Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable or uninstall your antivirus software.
