Error code: 0x80070091 when trying to install apps from Windows store.

When trying to install apps from the windows store I receive the following message "Something happened and this app could not be installed. Please try again. Error code: 0x80070091".  It seem to be happing with every app. So far it's happened with Bing News, Flipboard, and Microsoft Solitaire Collection.  Error message occurs when the app is around 80% downloaded.

    Hi Joshua,

    This issue might occur due to corrupt Windows Update components. Also, a third party security software might conflict during the installation of apps from Store.

    1. Do you have a third party security software installed on the computer?
    2. Are you able to install updates offered from Windows Update?

    Before we move ahead and troubleshoot the issue, let’s find out whether the Windows update service is started and in manual mode. This is how you can check:

    • Press Windows and R keys together to open run.
    • Type “services.msc” and hit Enter.
    • Locate “Windows update” service, “Background Intelligent Transfer service “and “Cryptographic”. Double click on each one of them.
    • Check if the services status are “Started” and set to “Automatic”.
    • If not, start it and set the startup type to automatic.
    • Click on Apply and then on OK.

    Try to downloading the apps again from the app store and check if you get the same error message. If so, you can follow the methods mentioned below to further troubleshoot the issue:

    Method 1:

    Note: After running the troubleshooter, restart the computer by using hard reset (press and hold the power button until it shuts down) and not using the shutdown option under power icon on the charms bar.

    Method 2:

    I would suggest you to reset Windows store cache memory and check if it helps.

    You can follow the steps to do so:

    • Press Windows+R keys to open run box.
    • Type WSReset.exe and hit Enter.

    For reference:

    Run the Modern User Interface app troubleshooter to try and fix issues with the apps.

    I have just installed this app on my Surface Tablet so it does look like it's something to do with my PC or the fact that the app is already on the PC under a different user.

    Hi Joshua,

    Thank you for providing a quick update.

    As the reports show after running the Windows Update troubleshooter, there seems be an issue with updates offered from Windows Update. Also, there are also corrupt system files on the computer.

    Follow the methods and check if it fixes the issue:

    Method 1:

    Follow the steps provided below:

    • Press Windows and R keys together to open run.
    • Type “services.msc” and hit Enter.
    • Scroll down to the “Windows Update service” and “Background Intelligent Transfer service “and “Cryptographic”. Double click on each one of them.
    • Choose Stop as the service status of these services.
    • Navigate to the path-

    *C:\Windows\SoftwareDistribution*

    • Delete all the contents of the folder.
    • Now, follow the steps mentioned above and select “Start” for all these services.

    Check if the issue still persists. If yes, proceed to the next method.

    Method 2:

    Refer to the link to run SFC scan:

    Follow the steps from section "Windows 8.1 or Windows 8":

    I also have a similar problem.

    Recently I had my app published in the Store and my Dashboard shows that there have been 8 downloads. My wife wanted to get my app (Letters Make Words) from the store but gets this error during the download. A folder is created in the SoftwareDistribution\Download  with my app's ID (c4e1c4dabe604245ac1831f942ac691e85e21e94) and there are 5 files in that folder (Cabinet file- 27KB, 3 files of 96KB and a .DAT file 8KB).

    If I look in the ReportingEvents log it lists this event

    {3005CAA0-F0B4-4D5F-8BE6-99EA80325CCD} 2014-05-02 09:42:51:668+0100 1 161 [AGENT_DOWNLOAD_FAILED] 105 {01895BB9-329B-41F4-8B1F-2AD4C9174955} 1 80073cf9 WSAcquisition Failure Content Download Error: Download failed.

    I have tried doing the things suggested (i.e. removing the SoftwareDistribution and AUInstallAgent folders, etc.) without success. However, I was able to install the Wikipedia app from the store without any problems.

    My wife is using the same PC that my app was developed on but obviously using her own Microsoft Account.

    I am very concerned that this problem will affect my chances of getting my app used by anyone and I would very grateful for any help in resolving this matter.

    Hi Pinaki,

    Thank you for your response.

    I have tried all your solutions above yet the problem still remains.

    I currently have no third party security software installed on my computer. Windows Defender is my only current security.

    Concerning the Windows Update service. When I checked it using the steps to mentioned, "Windows update" was stopped so I set it to Run and also to Automatic, yet the problem still occurred.

    As for Method 1:

    I ran the troubleshooter from the link you gave me. After the troubleshooter had completed it showed,

    Problems Found

    • Problems installing recent updates. Not Fixed

    -Check for missing or corrupt files.   Detected.

    Could this mean something?

    As for Method 2. I reset Windows store cache memory and the problem remains.

    Also. I'm not sure if this is relevant but seeing as how you think it may have something to do with windows update, I've noticed that I still have not received the latest Windows 8.1 update (KB 2919355). Is this normal?
