Getting startup error message " There was a problem starting c:\windows\syswow64\cmicnfgp.dll"

Original title: syswow dll error

I have brand new system and on startup I get the following error:

There was a problem starting c:\windows\syswow64\cmicnfgp.dll

The specified module could not be found.

I have ensured all drivers are latest version and windows is up to date and ran a Norton on the entire system and on the folder itself with nothing found.

I am running windows 8.1 64bit. If anyone can help so I can repair the error I would appreciate it. Thanks.
