"Remote Desktop Users" Group missing in WIN8

I have a Windows 8 workstation that was upgraded to Windows 8 PRO. This workstation is a domain member of SBS 2011 server. After the upgrade to PRO and a number of "rollup" updates I am still not able to assign non-admin users to allow them to remote into the Windows 8 machine. The "Select Users" button is greyed out. I know there was a problem with the PRO upgrade and Microsoft has claimed to have resolved this with updates. I have looked at the user groups after applying the updates and the only one that is missing is the Remote Desktop Users group. The other groups are all there. Below is an export of my group listing from the WIN 8 workstation. The strange thing is if I try to add the Remote Desktop Users group to the list on the workstation I get a message stating

"The following error occurred while attempting to create the Remote Desktop Users group on computer WORKSTATION NAME: The specified local group already exists."

It seems the policy is there but just not visible to the operating system interface. Is there a registry setting or something else that is keeping the group from being visible and used in WIN8. I can remote in with the admin account but just can't add non admin users to allow remote desktop connections.
