RDP not working Windows Server 2019 Standard

Windows Server 2019 Standard. Remote Desktop Service is running but port 3389 not listening. Same issue in all Windows Server 2019 Standar instances the we have running.

Found system event related:

Remote Desktop Services is not accepting logons because setup is running.
Log Name: Microsoft-Windows-TerminalServices-LocalSessionManager/Operational
Source: TerminalServices-LocalSessionManager
Event ID: 34

I tried to change RDP port, checked firewall settings, ensure service is running, compared with other servers that are working, read many posts and questions and tried many things without success.

Please, any idea to solve the problem?

    Hi,

    Please also try to check below:

    Device Manager > System devices > Check if UMBus Root Bus Enumerator is missing

    If missing, use below steps to add it back

    1. We installed UMB Root Bus Enum by legacy hardware add

    2. Add hardware with advanced option
      65663-image.png
    3. Select Show All Devices
      65645-image.png
    4. Select the UMBus Root Bus Enum
      65646-image.png
    5. Install the UMBus Root Enum
      65623-image.png
    6. Reboot

    I also assumed that, but there isn't any in-progress setup. No messages neither notifications or applications with pending setup are running. This server is running from two month ago and full updated. Also has been rebooted some times, so if was any in-progress setup it do not exists now.

    Same issue is happen with other 3 Windows Server 2019 Standard. All of them was installed from an OVF image that also contains a SQL Server installation setup that was setted on first-run.

    I suspect that it the Windows Server template was prepared with sysprep.exe and something is not well finished.

    How can I see is there any pending in-progress setup?

    Not much to go on. Barring any new clues time may be better spent standing up a new one, patch fully and migrate roles over to it.

    Hi,

    Please check if remote desktop services security filter driver is enabled or disabled.

    Open device manager and show hidden devices. Remove the driver and reboot the server to see if the issue could be resolved.
