program priority keeps changing while running

Why would a program's priority keep changing while it is running?

I set the program priority in Task Manager to 'normal' but it will change to  'low'. I have observed this toggling while Task Manager is open and the program is running.

  1. Does this issue persist with all the programs?
  2. Which program are you referring to?
  3. Were any significant changes made to your computer prior to this issue?
  4. Did you save the priority after changing it?
