The simplest way to upgrade Windows Server is to perform a clean installation. But if you want to keep the same hardware and all the server roles you've already set up without flattening the server, you'll want to do an in-place upgrade.
Upgrading from 2012 to 2019 needs to first upgrade to Windows Server 2016, and then upgrade from Windows Server 2016 to Windows Server 2019.

However, there might be some risks during the upgrade depending on the configurations of your existing instances and the installed software (such as PRTG)
- The upgrade can fail
- Some configuration options can be overridden
- Incompatibilities can cause your workload to malfunction on the upgraded instance
So, we always suggest a refresh installation as unexpected issues might occur during in-place upgrade.
