I don't know. Kind of sounds like you don't have a user account.
Do you login to the computer with a microsoftable email account ?

For the past few years that I have had my computer, there has been one problem that annoys me more than anything else, even happening after I change my OS: the performance options turn off by themselves even without me knowing it most of the time and finding out later. Is there any reason or fix or cause for this?

There is no "user profile" option but there's a "computer name" option. I do have a name for it, though, yes. It doesn't have any indication as to what kind of profile though or even "profile" on that tab.
I just booted up my computer and it even started up without that option turned on; the visual settings.
Mine never changes from the way I have them set. OneDrive supposed to have them backed up.
Might look in Control Panel / System / Advanced System Settings / User Profiles
Do you have a 'computer name\user name' ?
If I select my 'Lenovo\mike' and then push the 'Change Type' button.. I see I'm set as a Local Profile.
Yes; they have always turned off by themselves no matter what I do. I know how to turn them on and off manually, though.
These performance options ?
