Corrupt CLR?

Hello,

From yesterday on, I can't open any .NET 4 software. I run WIndows 8.1 on a Dell laptop. I can't even open eventvwr (nor calc.exe and many other), since it appears to use it. 

After using MyEventViewer, I could see that the culprit is clr.dll, what's strange, since it has always worked. After some search, I discovered and downloaded KB2640103 (http://support.microsoft.com/kb/2640103/en-us), which appears to deal with similar problem, but it won't install on W8.1.

I tried to reinstall .Net, but I can't since it comes with W8.1. Did any of you guys have a clue about what's going on here?

    Hi Rohit,

    I contacted the support, and they sent me a new Windows 8 DVD, as their diagnostics software didn't find any HW problem. I installed Win8 with it, and the system is apparently normal.

    Unfortunately we couldn't find out what the CLR problem was while at it.

    Thank you for replying.

    The issue might be related to faulty hard disk. As you are contacting the manufacturer for hardware support, check if everything goes fine after replacing the hard disk.

    Hi Rohit,

    There weren't any changes to the computer, nor updates applied. I tried both methods, but had no success. So I tried to use the system recovery partition to reinstall Windows 8, but after formating the disk and the file transfer started, popped up a window with error code 0x40010013000001002. The installation quits and now I have a U$1500.00 paperweight :(. I searched for this error, and it appears to be related to file copy error when, for instance, you have a faulty hard disk.

    I'll call Dell support tomorrow to ask for a new hard drive.

    I'll let you know if this fixes my problem.

    Hi Alisson,

    Were there any changes made on the computer prior to the issue?

    As you already know, the issue occurs because an object that is being referenced is dereferenced by the garbage collector in common language runtime 4 (CLR4). Therefore, an access violation occurs during garbage collection or when the application tries to access the released object.

    Method 1:

    I would suggest you to refer to the link and use the tool to repair the .Net framework 4:

    Note: The current version of the tool supports repairing the .NET Framework 4.5.1, 4.5, 4 and 3.5 SP1 (includes .NET 3.0 SP2 and .NET 2.0 SP2).

    Method 2:

    If the issue is not resolved, I would suggest you to back up the data and perform a system restore to an earlier point of time before the issue occurred:
