Weird Chinese Program

There is a weird chinese program that I haven't downloaded in my programs list.

Here is a snapshot of it: the name and the source.

If you look at it, it claims to be from Microsoft. I tried to uninstall it several times, but it keeps on coming back installed in my computer. What is it? A malware?

I am suspecting it's a Chinese keyboard program, but it's too suspicious for that- even its uninstall is in Chinese!

It's not doing much to my computer from what I can see, but it might be slowing down my computer, or leaking info or something.

I am going to uninstall it for now just in case, but I am sure it will come back

I really need a good help from someone quickly. Thanks!

Fujitsu model with a detachable screen (don't know what model name)

Windows 8 program

Microsoft's Chinese Keyboard installed

Windows Classic Shell installed

Have checked for malwares with Microsoft Endpoint 2012 with latest malware definitions

Windows for home | Previous Windows versions | Devices and drivers

KB2723161 is related to a Chinese dictionary

If you look at the screenshots in that article, you will note that most of it is Chinese including the name. Since you are using a Microsoft Chinese Keyboard, it's most likely related to that.
