Cannot access computer using Netbios Name but works using IP address

Windows 7 computers with a share giving everyone full share and full security access is failing. I can access the shared files using the IP address but get the following error when using the PC NAME.

Windows cannot access PCNAME.

I have tried:

* create share with EVERYONE full rights to Share and Security on file folder

* user on both PCs is logging in with a password

* same user ID and Password on both machines

* create a MAPPED drive - works with IP address, fails with PCNAME

HELP!

    Windows cannot access PCNAME.

    Basically you are saying is ip is working but u cant use the computer name? 

    Is this computer under a peer to peer? I mean is it a work group?

    There should be a name resolution mechanism.. I mean your ip address should be mapped to computer name/host name.

    This could be done using a dns server (under a considerable big networking environment with the involvement of servers)

    Else you have to manually  map your ip address using host file..

    I have looked at the session log on the machine that cannot be accessed. For some reason 

    EVERY time I try to access that machine with file shares from one particular PC, the access session shows up as GUEST. This is despite having added a mapped drive to the pc IP address and a windows credential for accessing the file shares.

    Any suggestions?

    This is also a networking question (because it deals with mapped resources).

    This is not a security issue. I would ask the experts in a networking forum.

    I have looked at the session log on the machine that cannot be accessed. For some reason
