Microsoft - please help the hundreds of users who are requesting help for this issue, which seems to have been around for years. I can raise the error by switching users. In my case, neither user has a password, one is admin, one is not. I disabled all Startup programs and non-Microsoft services and the problem remains.

There could be various reasons for getting the error messages. So I could not understand when exactly you are getting the error messages. In-order to understand the issue better, Please answer the following questions.
- When exactly do you get the error message?
- Are you getting this error message when you install any program or while starting the computer?
- Are you able to boot to the desktop?
- Did you make any changes to the computer prior to the issue?
