Did you have an start button program installed on the computer prior to the upgrade to Windows 8.1? If yes, then uninstall it and check.
Try running the System file checker scan and check if it helps. SFC scan helps to fix the corrupted system dll files on Windows.
- Type command prompt in the Search charms and right click on it and select Run as Administrator.
- Type SFC /SCANNOW and press enter.
- Wait for the scan to complete, restart the computer and check if the issue persists.
