Thank you for your response to my question, unfortunately it did not solve the problem. After soo many hours of research on the forums I realised that it had something to do with Microsoft Visual c++ 2008 Redistributable. There were two of these installed in my computer, so I decided to to uninstall them. Nothing happened and the problem was still there. Forums told me that MV C++ are there for a reason and must not be removed. So I did System Restore just before the uninstall when finished, Hooray! the problem fixed itself!
Now to make sure this does not happen again when the power goes off I think I must replace CMOS battery.
