This is an encoding problem. You can read about why it happens and see some suggestions for correcting the fault on this page: Why do I see strange characters in messages? The page specifically mentions punctuation, but the problem is the same: you are viewing Unicode-encoded characters with a character set that doesn't include them. It's nothing to do with your keyboard layout or Windows input language.
Wrong letters
In my Windows Live / Outlook mail preview pane I get the wrong letter set e.g. "erst einmal wünsche ich ein frohes neues Jahr und alles Gute für 2014

My settings are UK English in Windows Live / Outlook but my keyboard is German (I'm English, living in Germany). When I type everything is OK but the mails received come up as in the example. Obviously the letters confused are those special keys on a German keyboard Ä, Ö, Ü etc. This only started a few months ago but I have no idea what I did to cause this.
Can anybody recommend a solution?

2014-01-20T18:39:08+00:00 Go to Control Panel > Region and Language > Advance then set your System Locale to German. This should enable your programs to display non unicode text. Please be advised that some or all of your programs will start displaying German if they support the locale too.
