.NET framework applications do nothing when clicked on

Hi there, I've got a HP Compaq nc6220 laptop with Windows XP Professional installed and I am trying to run Paint.NET. I installed it a few months back and it installed & ran fine, but now it won't even start up, when I click on it from Start->All Programs, it shows the eggtimer cursor for about ½ of a second and then goes back to normal. It doesn't even show up in Task Manager's Processes view. Other .NET applications don't work, either.

    Sorry, didn't work... I've tried the .NET Framework Cleanup Tool and that did its job, but then when I reinstalled .NET Framework 4 (after a restart) it got about halfway installing (files verified OK) and then said rolling back installation. Once that's done it says Fatal error during installation at the end.

    I've tried multiple times and no dice... :/

    Try run,type: services.msc

    In msc,scroll to the software,double click on it,change the start up

    settings if not correct.

    Also,open event viewer,see what properties Events/Warnings have taken

    place..
