how to include empty folders?

I want to include empty folders with usmt but without success, i try to change the miguser.xml to comment out the ignoreirrelevant links, i got error 29 xml error. how to change the xml to include empty folders? thanks.

    Hi,
    Empty folders cannot be migrated is a default behavior in USMT.
    Since you have tried to edit MigUser.xml and comment out the filter, it seems that there is no other way to fixed the issue.
