Error The program LiveComm.exe version 17.5.9600.20498 stopped interacting with Windows and was closed

I have, I think, a related problem, but I cannot find exactly the answer I need in all this discussion.

I am running Windows 8.1 and I downloaded Windows Live Essentials (because the features in Photo Gallery and Movie Maker far exceed those in the Win 8 apps).

I use IOBit Malware but I have just run WIndows Safety Scanner which found nothing.

I have uninstalled Mail, Calendar, People and several other apps that I don't need and don't want, leaving just the parts of Windows Live Essentials that I do want. I then restarted my computer, and checked Event Viewer again and the same problem had happened again.

The error that I get, copied from the EventViewer is: 

The program LiveComm.exe version 17.5.9600.20498 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Action Center control panel.

This was brought to my attention by someone phoning claiming to be from Microsoft, saying that they are getting messages from my machine -- is this for real, or was he making a good guess that most of us have a computer and most computers are running Windows and every Microsoft machine has troubles?

But that is just an aside -- the real question in, what can I do to get rid this error with LiveCom.exe?
