    Hi Jettto,

This issue might occur if there are no permissions assigned to temp folder.

I would suggest you to follow these methods and check if it helps.

Method 1: Give permissions to temp folder and check if it helps.

    a.       Go to Desktop, click on D: drive. (You may also check for C:drive)

    b.      Double click on Windows Folder, In the folder list, right-click the Temp folder and then click Properties and then click the Security tab.

    c.       Click the Edit button and on the next screen click Add.

    d.      On the next screen, in the large text window type Everyone and then click Check Names - Everyone should then be underlined.

    e.       Check the box for Full control under the Allow column, and then click OK, then OK again, and OK again to close all the windows.

Method 2: Unregister and re-register the Windows Installer.

    a. Press Windows Key + R, type “msiexec /unregister” (without quotes), and then click OK. Even if you do this correctly, it may look like nothing occurs.

    b. In the run prompt, type “msiexec /regserver” (without quotes), and then click OK. Even if you do this correctly, it may look like nothing occurs, or you may briefly see an hourglass. After you run this command, the operation is complete.

    c. Try to install the programs you wish to install and check.

    Dear Sharief,

with a brand new Asus T100TA, Windows 8.1 pre-installed. Tried to install Adobe Reader, either v. XI or v. 9.1. Same problem: install aborts with the 2203 error. Have tried everything on the web (permissions to all and Everyone on all the temporary folders and the \Windows\Installer folder, turning off this folders system flag (which comes back during the install!), nothing works.

Having for two years worked on my own Windows 7 computer with very complex program installs, I have NEVER seen anything like this, and I am very worried if something as simple as this cannot be resolved in Windows 8.1.

    Any suggestions?

    Thanks

    Joe

A month later, after a few Windows updates including KB 2919355 (for which I had the same huge difficulties of many users but eventually applying suggested fixes was installed successfully), I retried installing Adobe Reader and this time it all went flawlessly. It appears that an incompatibility has now been resolved.
