Could I transfer EA to CSP belonging to another owner without any migration?

As title, I would like to transfer EA to CSP owned by another provider without any migration. Is it possible? Thanks!!

    Thanks for reaching out to us. About transferring an EA subscription to a CSP is possible. However, there are certain conditions as shown in the snippet below.

    Note: You may want once again confirm this with Azure subscription management team to better understand if there are any other caveats in transferring an EA subscription to a CSP.
