I would like to know Is it possible when global admin access personal drive office send a notification to the user for allowing or know someone access file Before They access a personal file or disable it

why

I am a global admin I would like to know it look not safe for Employees

    Global admins DO NOT get access to user's personal ODFB sites by default, you have to explicitly add permissions in order to do this. Needless to say, roles such as GA should only be assigned to people you have complete trust in.
    To answer your question, there isnt such "notification" and even if there was, admins would probably be able to bypass it anyway. Best you can do currently is create an "activity alert" that sends an email notification when permissions are added, but you cannot customize these to be send to the "owner". You can of course create your own workflow and trigger some sort of notification prior to adding permissions.
