This might occur is the Software Licensing serviceis not started. Let’s try these steps and check if it helps.

Start the Software Licensing service and check.

a. Click Start, type services.msc and hit enter.

b. In the list of services locate Software Licensing.

c. Right-click it, select Properties.

d. Change “Startup type:” to Automatic, then click OK.

e. You may then need to select Software Licensing again then click “Restart the service” located in the top-left corner for it to take effect immediately.

what if you are running on a laptop and it came with windows 8 and got the update? I keep getting the same error and when I followed the steps I cant find "Software Licensing" anywhere just "Software Protection"

Facing same problem On going steps mentioned above can find "Software Protection" but nothing called "Software Licensing".

Can someone help
