SharePoint 2013 Content type updates cannot be published to a site collection in web application

In our SharePoint 2013 we application, we have a custom content type in Content Type hub inherited from Document Set content type. We have associated a new content type to it and changed the EditFormUrl.

When we publish the content type from the hub, the changes appear to all the site collections except for one. We checked the ULS and can't find any errors. Our web application has over 6000 site collections.
We have tried publishing the changes many times but nothing is getting updated on one site collection.

Can anyone help please.

    What is the type of the site collection where the issue occurred ? Whether all 6000 site collections in the same web application?

    Please follow below tips to troubleshoot the issue.

    1.Go to central administration -> Monitoring -> Review job definitions -> Find Content Type Hub and Content Type Subscriber timer jobs -> Run now.
    2.Go to that site collection -> Content type publishing under Site Collection Administration -> Tick “Refresh all published content types on next update”, then click “OK”.
