Add/Remove Program missing

I have a computer running Windows Vista which belongs to my pre-teen children.  I don't know what they may have done but the add/remove option is missing from my control panel and when I type in run, then type in appwiz.cpl nothing happens but I can find the file under my system32 folder and when I double click on nothing happens.  When I switch to classic view there is a blank icon with no words, at the beginning, I am assuming this used to be the icon for the add/remove option.  I have try to restore the computer to a previous time when I knew the program was there but I get a message saying that the restore program ran into an error and no changes were made.  I have RegSupreme Pro which I rarely use but I did use it to go back several months and restore the registry as well and it has not fixed the problem.  Please help! Thanks!

    Most registry cleaners have an undo function.

    SFC

    Check for file corruption by clicking Start - All Programs - Accessories - Right click Command Prompt and choose Run As Administrator. Type (or copy and paste by right clicking in the Command Prompt window and choosing Paste).

    sfc /scannow

    For SFC Results

    Start - All Programs - Accessories - Right click Command Prompt and choose Run As Administrator. Type (or copy and paste by right clicking in the Command Prompt window and choosing Paste).

    findstr /c:"[SR] Cannot" %windir%\logs\cbs\cbs.log|more

    This will see which files are corrupted.

    To see if it did anything

    findstr /c:"[SR] Repairing" %windir%\logs\cbs\cbs.log|more

    There are frequent false positives for small text files Windows uses such as desktop.ini and settings.ini. Ignore these.

    Your registry cleaner may have caused the problem in the first place. However, regardless of whether it is at fault or not, it is strongly recommended that you uninstall the registry cleaner/optimizer.

    This may resolve the problem:

    1. Open a command prompt as an administrator.
    2. run SFC /scannow
    3. Open control panel again to see if the feature has been restored.

    What message comes up after the percentage counter disappears? (even if it didn't reach 100%)

    I uninstalled the registry cleaner program using the programs uninstall option.  I ran the SFC program.  It did reach 100%, got a message saying corrupt files were found but some were unable to be repaired.  I still do not see the add/remove option. The SFC log is very long, I didn't know if to post it here or not so I did a search for the words "cannot" and "corrupt" and these are the only entries that came up, unless I missed something.

    **I tried to undo changes before deleting the program, I went back two months to when I know I uninstalled a program using the add/remove program, it didn't work.
