i bought 300 users CALs (Windows server 2019 CALs) and i want to know how install them on the server and register them to microsoft portal.

Windows user / device Cals do not get installed any where (honor system). Just hang on to the documentation that came with your purchase for record keeping.

Is there any method to register the CALs on microsoft account or portal ?
What portal are you asking about? Windows Server CALs are not required for accessing Windows Server running in the Azure environment because the access rights are included in the per-minute charge for the Virtual Machines.
