SetupComm failed Com3 Error 2

I am getting this error from a new program that should access a com port to receive data.

Win7 32bit with a serial-USB adaptor.

The hardware works OK into Hyperterminal.

    Hi Paul,

    Could you please provide the name of the application\program that is causing the issue?

    COM3 is generally taken up by an internal dial-up modem as its main communication link to the Internet.

    I would request you to please provide us a screenshot of the issue you are experiencing to get a better understanding of the issue.

    The program is a niche interest program called rfidcat.exe, launched via command prompt with parameter of com port n.

    I have tried com10, com2, com3  having released these from other tasks.

    In each case it returns error as shown.

    It is on a netbook which has no dialup modem, although com3 is sometimes used with a 3G dongle.

    Latest try on Com4 gives a different result...the command prompt just hangs with no message!
