formatting a cd

When I had Windows XP I could use the 'send to' option to copy pictures to a disk with no problem.  Now with 8.1 the disk has to be formatted first.  Anyone have any idea why this has changed?   Or what benefit there is of now having to format every time I want to put something on a disk.

    I insert a new CD-RW, box comes up and asks 'how do you want to use

    this disc'.  Two choices:  like a USB flash drive (live file system) or with a CD/DVD

    player (mastered).

    I choose USB, another box comes up:  the format might take a long time,

    do you want to continue.  I choose yes.  The formatting takes 10

    minutes.  Then another box: choose what to do with unknown content,

    view with file explorer or take no action.  I choose file explorer.

    Another window opens and I can then drag the pictures over, go up to

    'share' and 'burn to disc'.

    If I choose 'with a CD/DVD player' another box comes up: windows can't

    read the disc in drive F:, if disc is unformatted you need to format

    before using.

    Never had to go thru all of this in XP just to transfer pictures to a CD.

    It happens with new, never used CD-RW and CD-R.  Just strange this format thing started with 8.1.  Must be a Windows thing.

    Hi,

    I'm guessing that this is a CD-RW disk.

    If you format it everytime, it is most likely deleting the old files...

    There are a couple of ways to format a CD...

    One allows you to add files, and the other does not.

    Sorry, this didn't help.  I don't have a problem burning to the disk, just that now in 8.1 the disk has to be formatted before I can send pictures to it.
