Windows Explorer Crashes when accessing Credential Manager

Windows Explorer Crashes when accessing Credential Manager.   Explorer comes back up after a couple of seconds but causes an event linked to Vault.dll.  Please see below.

I created a crash dump but cannot seem to find the culprit other than Vault.dll which I don't think is the actual cause..  Any thoughts?

    Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.
