Hi Maclin,
Please answer this question to get more clarity on this issue.
- Did you make any changes to the computer prior to this issue?
This issue might occur if there are some left over files associated with a third party app. The app might not have been removed or uninstalled completely.
I recommend you to refer to the steps provided by “Shawn "Cmdr" Keene [MVP]” from this thread: http://answers.microsoft.com/en-us/windows/forum/windows_8-performance/file-not-found-c-program-filespcdappstartvbs/5bfcb6af-bc18-4c8b-a3a5-80bd0f178eac
Further, you can disable the PCDApp entry from running at startup, using msconfig utility.
When you start Microsoft Windows, typically there are several programs that start automatically and run in the background that may interfere with the game. These programs may include antivirus and system utility programs. When you perform a clean startup procedure, you prevent these programs from starting automatically.

Note: After you have finished troubleshooting, follow steps under “How to reset the computer to start as usual after troubleshooting with clean boot” in the article to boot to normal startup.
Alternatively, you may also perform a full computer virus scan to ensure that the computer is free from virus.
