It's still not clear to me what's going on with your system, but I suggest that you simply uninstall Java and reinstall it.
- Go to Control Panel > Programs and Features, select "Java 8 Update 45" and click the "Uninstall" button.
- Download JavaRa-2.6.zip from here --> https://singularlabs.com/software/javara/javara-download/
- Right-click the downloaded file and select "Extract all" - this will create a folder named "JavaRa-2.6"
- Open that folder (if it contains another folder named "JavaRa-2.6" open that folder as well).
- Double-click on JavaRa.exe
- Respond as needed to any UAC prompt
- Click the icon to "Remove Java Runtime" and wait until done
- If you have any Java-related icon on your Desktop at this point, delete it.
- Reboot the computer
- Go to http://java.com/en/, click on the "Free Java Download" button, and follow the prompts.
