It's still not clear to me what's going on with your system, but I suggest that you simply uninstall Java and reinstall it.

    1. Go to Control Panel > Programs and Features, select "Java 8 Update 45" and click the "Uninstall" button.
    2. Download JavaRa-2.6.zip from here --> https://singularlabs.com/software/javara/javara-download/
    3. Right-click the downloaded file and select "Extract all" - this will create a folder named "JavaRa-2.6"
    4. Open that folder (if it contains another folder named "JavaRa-2.6" open that folder as well).
    5. Double-click on JavaRa.exe
    6. Respond as needed to any UAC prompt
    7. Click the icon to "Remove Java Runtime" and wait until done
    8. If you have any Java-related icon on your Desktop at this point, delete it.
    9. Reboot the computer
    10. Go to http://java.com/en/, click on the "Free Java Download" button, and follow the prompts.

Please clarify:  what do you see in Control Panel that makes you think it "is not appearing properly"?

You should see this (with Control Panel set to "small icons"):

When you double-click on that icon, you should get this:

And when you click the "About" button, you should get this:

You should get that same screen if you click Start, type "About Java" (without quotes) in the Search box and press Enter.  What happens when you do that?

Sorry, but I don't understand what you mean.

How did you get the "Java Control Panel" screen to appear if you don't have a Java control panel icon?

Do you mean that if you run "About Java" from the Start menu as I suggested that you do or do not get the proper "About Java" screen?

What happens if you go to http://java.com/en/download/installed8.jsp ?

Go to Control Panel > Programs and Features.  Is Java listed under "Uninstall or change a program"?

Where does the Java icon you see appear on your computer?  On your Desktop?

Do you mean that you see something like this:

If that's what you see, what happens when you right-click and select "Open"?  If you get an error message, please provide the complete text of the message.
