As I know, the scanpst tool is usually stored in the installation path of your Office program. And copying Scanpst.exe separately may cause the tool not working properly. So, have you tried to copy the corrupted pst file to the device on which Scanpst.exe can work fine to repair and see if the issue has any difference. About cannot find Scanpst.exe in your windows, please check the suggestions in this article: Scanpst.exe can’t be found or started when Outlook is installed via the Microsoft Store. Besides, if the issue still continues, trying some third-party PST repair tool could be your last workaround.
