Enable Built-in Administrator Account on Windows 8.1 to check. Also create a new account within to verify.

Hello,
last night I did a windows update because I hadn't done one in over a month. I also updated my drivers.
I restarted and everything worked fine. I could open up any application or .exe except for my League of Legends.exe, my most commonly used program.
It keeps coming up with the error listed above even though I am an Admin account. I switched over to the main Admin account,
and same thing.
I have done everything I have seen people list. None of these have worked. Every single one comes up with the same error message as above.
-Run in compatibility mode for Windows 7
-Run as Administrator
-Giving "Everyone" full permissions to the .exe and every folder/file it is listed under
-Running an SFC scan
-PC Recovery and going back to an earlier date
-CC cleaning Registry
-Completely uninstalling+deleting all the program's folders and re-installing
-My Windows Defender+Anti Virus program are always OFF
Please help. I have also submitted the same help ticket to my game's support and am also waiting on a response from them.
