Hyperterminal cannot open COM16 while device manager shows COM16. Process explorer cannot find COM16 either.

On my laptop in the docking station I used hyperterminal to view data coming in thru COM16.

After undocking, using the laptop standalone and redocking again, COM16 cannot be opened again by Hyperterminal. Not even when the laptop is completely shut down and started up again.

The device manager shows COM16 but Proces Explorer cannot find it either.

Unplugging and replugging the USB-RS232 port is detected by the device manager. 

How to resolve this?

Does windows do any bookkeeping on the com ports?
