DVD-CD-Rom Code 38

I am running Windows 8.1 and getting a message about my DVD-Cd-Rom:

Windows cannot load the device for this hardware because a previous instance of the device is still in memory (code 38). I did reboot my lap top but is not fixed.

As per the description, I understand that you are facing some issues DVD-CD-ROM on your Windows 8.1 computer.

    Thank you for your help, I did resolve the issue by going to Device Manager. Clicking on DVD/CD Rom Devices. Then right click on the driver DVD-CD-Rom and deleted. After, I did re-install driver. It did work...
