Hi,

Can we migrate to SharePoint 2019 from SharePoint 2013 when the SharePoint 2013 farm does not have SP1 installed?

Thanks

Provided you have the March 2013 CU installed, you can upgrade to SharePoint Server 2016 using database attach upgrade unless you're using RBS, then yes you do need to be at 2013 SP1. Remember you'll need to update to 2016 before going to 2019.

If you're using a 3rd party migration tool such as Sharegate, you can go from any patch level to 2019 directly.
