Found the answer :
turned off Windows Update Service and then on using an administrative command prompt and it worked !!
net stop wuauserv
net start wuauserv
then tried re-installing and it worked fine !

If you get this error:
The Windows Update service could not be stopped.
Open Task Manager’s Services tab, find wuauserv (Windows Update), and edit 12345 below to its PID:
taskkill /f /pid 12345
Then retry:
net start wuauserv
