Does the problem persist when you boot the machine into Safe Mode?

This is beginning to look like a hardware rather than a Windows problem. Let's try and nail it like this:

    1. Keep tapping F8 at boot time.
    2. Select Repair Mode from the menu.
    3. Open a Command Prompt.
    4. Type notepad.exe and press Enter.
    5. Type a few lines of text. Does the cursor-up problem persist?

I think it's a hardware problem, because when I hit F8, it automatically goes up every 7 seconds. Only solution I have is that I go to gpedit.msc and enable function Prevent Installation of Devices not described by other  ...

And then I remove keyboard in device manager. But I can't sell my laptop with this problem :S

I don't understand why it does this, even though the keyboard is unplugged. What are chances there is something wrong with BIOS?

Since this appears to be a hardware problem, a hardware forum would be a better place to ask this question.
