Azure permissions needed to get storage context

I have a runbook which tries to get a Storage Context with New-AzStorageContext but the variable keeps coming back empty. I've given the automation account's run as account storage blob data Owner, Storage Account Contributor, and Classic Storage Account Contributor roles on the subscription it's working in but it's made no difference. What permissions do you need to get a storage context? I can't find it documented anywhere.
