Cannot turn on Bitlocker

I am running a Surface Pro machine with Windows 8.1

I have tried to enable bitlocker on my drive but I keep getting an error saying

"This PC doesn't support entering a Bitlocker recovery password during start-up. Ask your administrator to configure Windows Recovery Environment so that you can use Bitlocker."

I cannot find out how to do this and nobody at Microsoft appears to know either.

Can someone please help?

    The surface Pro BIOS supports turning the 'TPM' (Trusted Platform Module) off.

    * shutdown the surface, and then hold both the Volume UP and Power button to get into the BIOS; --> the TPM should be set to [Enabled]
